The harmonization within the requirements concerning release from nuclear facilities has been a main issue in recent years. Implementation of the requirement of avoiding accidents that could result in large or early radioactive release to the environment, introduced also in the Council Directive 2014/87/Euratom is in progress in EU member countries, but the directive does not give guidance on practical application. In this paper we present an improved methodology for calculating release criteria with enhancement of already existing computational formulas implemented in recently developed CARC software.

The methodology is evaluated by comparing computed environmental activity concentrations and external and internal doses with results obtained with widely used commercially available codes. Recommendations are given on the specifics of applying the methodology for DBC and DEC. Through a hypothetical case study, practical application of the improved method is shown and comparison of dose results with proposed safety criteria is presented.
