Book Review: The Rise of the Latino Vote: A History

Efforts to win the support of Latino voters every four years is now a common and expected feature of US presidential campaigns, but as described by Benjamin Francis-Fallon’s The Rise of the Latino Vote, the establishment of Latino voters as a recognized political community was never “pre-ordained” but instead built by the “architects of Latino politics” (p. 4). Although previous accounts of the movement for Latino civil rights have documented the fractious nature of political solidarity among grassroots activists, Francis-Fallon’s innovative approach highlights how opportunistic political parties exploited power vacuums created by moments of Latino disunity. Specifically, he shows how time and again, political leaders in the United States were eager to define Latinidad within ideological parameters that were advantageous to their short-term electoral goals rather than in service to Latino communities. Through Francis-Fallon’s comprehensive undertaking, scholars learn how the “Latino vote” was forged through a joint endeavor attributable as much to elites in Washington D.C. as to Latino civil-rights activists across the country.
