Book Review: All At Sea: Naval Support for the British Army during the American Revolutionary War

campaign to extend the US territorial limit to 200 nautical miles offshore. These women not only lobbied politically – with Edward Kennedy as an important ally – but organised to highlight and develop fish as a valuable and healthy part of the national diet. However, Davis’ book does not follow this women-centred trajectory. Instead, he provides a solid and detailed account of the so-called ‘cod wars’ when the fishers of Iceland and the UK literally fought it out for possession of the valuable waters of the North Atlantic. In this case, too, Davis’ ordering of chapters is curious. Chapter 5, ‘The Cod Wars’, is separated by two chapters from Chapter 8, ‘The Final Cod War’. Both chapters are detailed and interesting and verge, sometimes, on the analytical. Both in these chapters and in his conclusion, Davis argues that the UK fishery always lacked support from the central government in London. The US fishing communities suffered in similar ways, but benefited from having strong Congressional support, especially from Edward Kennedy. As Davis makes clear, in both the US and in the UK, fisheries issues and those of the fishers and their communities rarely make it to either the headlines and public attention or government priorities. Davis does not make the point forcefully enough, but this neglected is short sighted and has far reaching consequences. Fish and other seafood products are vital to the health and wellbeing of both those who catch and process seafood and those who eat it. The FAO has estimated that fish provides at least 15 per cent of their average animal protein intake, and, of course considerably more to populations living close to fish sources. Fisheries, including fish farming and aquaculture, support the livelihoods of an estimated 540 million people, or eight per cent of the world’s population. Many of the people dependent on the various forms of fisheries are poor or live in poor communities. All this is to say that the work that Davis and other researchers into fisheries, fish workers and their communities is important and valuable far outside narrow academic concerns. Davis has contributed to this effort, probably in ways that he did not imagine. It is up to collaborative efforts such as the International Journal of Maritime History to ensure that these studies are not just recognised, but built upon.
