Canada and the changing landscape of global development cooperation

ABSTRACT The global development cooperation (or foreign aid) regime – a key innovation of the post-Second World War liberal international order – is currently facing a deep, two-part challenge. While its supporters and participants have launched the most ambitious and inclusive vision ever for a sustainable path to human development in the form of the 2015 Sustainable Development Goals (SDGs), these “Global Goals” are so expansive that many doubt their viability. At the same time, the public spiritedness on which development cooperation depends is sharply declining, as many governments pursue more narrowly self-serving approaches to international assistance. How has Canada positioned itself in relation to this dynamic and uncertain policy landscape? How should it position itself? While there are powerful incentives to pursue a more thematically focused and risk-averse approach, such an approach is not in this country’s “self-interest rightly understood,” and should be resisted.
