Civic Actions: Artists’ Practices Beyond the Museum, edited by Blair French and Anne Loxley

From 10–12 September 2015, The Museum of Contemporary Art (MCA) Australia hosted Civic Actions: Artists’ Practices Beyond the Museum. For two days, artists, designers, urban planners, critics and curators gathered at the MCA to explore the following questions: Does a socially engaged practice inhibit artistic excellence? What is the curatorial role in front-end community consultation? What is the role of artists in urban and social planning processes? The Civic Actions conference was a platform for the MCA to reflect on their C3West projects. Based on partnerships created between community, commerce and contemporary art (the three Cs), the museum and the artists seek innovative ways to challenge social inequities by embedding artists in the diverse communities of Western Sydney. The methods created by these collaborative processes bring new awareness to complex social issues and new understanding of contemporary art. In 2017 the Museum released the book of the same name, which builds on some of the initial questions posed at the conference and extends them to public art practices more generally; for example, At a time of increasing inequality and social tension, what role can art play in bringing people together? Can artists working in public spaces and situations shift perceptions and attitudes? What are the ethics involved in socially engaged projects when embedded in communities? The book begins with reflections by museum director Elizabeth Ann Macgregor, OBE, on the origins and aims for the more-than-decade-old C3West program. The introduction by Blair French (director, curatorial and digital, MCA) and Anne Loxley (senior curator, C3West, MCA) describes how the conference and subsequent book are in dialogue with each other: ‘The book is an anthology of current perspectives, even privations, that collectively constitute a workbook of ideas regarding the current state of and future possibilities for art in public space practices.’ Furthermore, as French states in the concluding essay of the book, ‘this publication is a further extension of that event – less a document and more a continuation of the discussion.’
