ABSTRACT This paper provides an overview of the development of sport policy in Montenegro. The research methodology involves document analysis of normative and policy documents. The paper illuminates the structure, main stakeholders and constituents of the sport system. Despite the functional autonomy exercised by the sport movement in Montenegro, there is a strong concentration of public power, where government is the dominant actor deciding on the organisational structure, internal decision-making and funding. The paper concludes with key challenges that should be addressed when moving towards a contemporary system in which sport is recognised as an activity of public interest.
