Mauna a Wākea is “ka makahiapo kapu na Wakea,” the sacred firstborn of the union of Papahānaumoku, She who is the foundation birthing islands, and Wākea, He who is the wide expanse of the heavens. As the highest point on Hawaiʻi island and the tallest mountain in the world, Mauna aWākea is the piko, or summit, where the earth meets the sky. The mauna is also the elder sibling of both the kalo plant andKānaka (people), all fathered byWākea. Archaeological inventory surveys have identified over 263 historic properties in the Mauna Kea Summit Region Historic District, including 141 ancient shrines in the Mauna Kea Science Reserve. In 1968, the state’s Land Board issued a lease for the construction of a single telescope. That one telescope has since multiplied to 13 observatories. More recently, in 2010, the University of Hawaiʻi at Hilo filed a Conservation District Use Application on behalf of the Thirty Meter Telescope (TMT) Corporation for the proposed construction of what would be the most massive observatory yet. The TMT would be 180 feet tall, about 18 stories high, with a footprint of more than five acres, which would require excavating 20 feet into the northern plateau of the sacred mountain, removing 1,782,000 cubic feet of pāhoehoe lava and earth. Two 5,000-gallon tanks, each capable of storing 18 tons of chemical and human waste water, are proposed to be located underground over the Waimea aquifer and the other four aquifers that feed the island. Fourteen tons of toxic human wastewater and chemical wastewater are proposed to be trucked down the mountain once a month. The State Board of Land and Natural Resources (BLNR) approved the CDUP for the TMT in February 2011. On April 2 2015, the TMT attempted to begin construction, while the case was pending at the Hawaiʻi Supreme Court. There were 31 arrests of kiaʻi (protectors) who took a stand to defend Mauna a Wākea from construction crews. Three months later, on June 24, over 800 Kānaka Maoli and their allies stood to protect the mauna, with 12 arrests that day. The Hawaiʻi Supreme Court issued a stay of construction, and in December 2015, ruled that the permit was invalid and remanded the case back to the BLNR. In a second hearing, on September 3
