Reform, Revolution, and the “Original Catastrophe”: Political Change in Prussia and Germany on the Eve of the First World War

On June 23, 1914, five days before the assassination of Archduke Franz Ferdinand in Sarajevo, the Prussian minister of the interior, Friedrich Wilhelm von Loebell, expressed his concern not about a looming world war, but about the possibility of a general strike in Prussia. Loebell’s worries were related to the plans of the Social Democratic Party of Germany (SPD) to organize a strike in order to effect a change in the undemocratic Prussian suffrage system. In an urgently worded note to the president of the Prussian police, Loebell asked “for a report on all proposed, planned, or potentially necessary police and economic measures in case of a mass strike in your district.” At the national level, Chancellor Theobald von Bethmann Hollweg viewed this issue as a threat to the existing order in Imperial Germany. As a preventative measure the German government therefore planned to initiate criminal proceedings against a number of leading Social Democrats in late June 1914. Between 1890 and 1914, the SPDbecame the largest political party inGermany, with over 1 million members and the biggest group of deputies in the national parliament following the 1912 elections, when the SPD’s parliamentary faction increased from 43 to 110 representatives. Two years later, during the spring and early summer of 1914, for the first time in its history, the SPD started to ready itself for a potentially major confrontation with the Prussian state and the national government.
