A growing call among international and urban development scholars points to the need for greater integration of community voices in the work of non-governmental organizations (NGOs) on the ground, and an end to traditional top-down approaches to global development challenges. In A Place to Call Home, Ramya Ramanath goes one step further, bringing these voices front and center in this ethnographic study about a large government-sponsored resettlement of slum communities located within Sanjay Gandhi National Park in Mumbai. It was a controversial resettlement project that was fought against by environmentalists, aroused anger among citizens on both sides of the project, leading to riots and protests. Today this project, called the Sangharsh Nagar, spread over 85 acres, is Asia’s largest urban resettlement and rehabilitation project. Using in-depth interviews and focus groups, Ramanath explores the lived experiences of 120 women, recording their journeys from slum life to resettlement housing as well as their firsthand insights about the numerous governmental and non-governmental organizations involved. In doing so, she reveals the women to be more than passive recipients of services; rather, she names them as experts of the process by which policy moves from public debate to material reality.
