To Fight a New Coronavirus: Crisis Management and International Cooperation from a Local Perspective in Germany

1. Although we are still in the midst of dealing with the new pandemic caused by the coronavirus—which has brought so much pain to many families worldwide—it is important to reflect on what lessons can be learned from this crisis. As these discussions are now beginning, I would like to contribute a few thoughts on crisis management and international cooperation from a local perspective. First, I will briefly discuss the competencies of local and regional authorities within States before turning to the issue of international cooperation between such sub-national entities. 2. Of course, as far as the competencies of the respective local governments worldwide are concerned, the situation differs from State to State. In a highly centralised State, local entities will be less able and therefore less inclined to invest in international cooperation when dealing with a health crisis, than local or regional governments in a more decentralised, federal structure. Much will depend on the allocation of competencies in the individual State as far as health issues are concerned. 3.
