Abstract The dominant conceptions of pertinent scholarship have been confined to narrow, sectoral interpretations of development. This article rereads and interprets such conceptions in a completely new fashion that moves the underlying focus from states and peoples, and purely economic variables to the individual human being, and to his or her universe of human aspirations. The optimum solution offered is an equation of development to optimum access by all to all the processes of shaping and sharing of all desired values.
