We are pleased to introduce the Proceedings of the II conference Personnel training and legal support for the implementation of research projects of the MegaScience class (June 25, 2020) organized by National Research Nuclear University MEPhI (Moscow Engineering Physics Institute) and the Kutafin Moscow State Law University (MSAL).

The purpose of the conference is to discuss issues of personnel training and legal regulations of the implementation of research projects of the “MegaScience” class. The conference participants presented both positive and negative experience in the implementation of scientific projects of the “MegaScience” class, their current status, problems of their legal regulation, as well as problems of international scientific cooperation. The participants also proposed ideas for improving the regulations of the organization of these projects.

Due to the current restrictions caused by the coronavirus infection COVID-19, the conference was held online with the help of video communication systems.

The received papers were reviewed according to the standards of the Journal of Physics: Conference Series and to the scientific criteria developed by organizers. This volume of journal includes 25 papers devoted to various aspects of cooperation in the field of “MegaScience” class projects. The organizing committee is very grateful to the:

我们很高兴地介绍第二届会议论文集人员培训和法律支持实施由国立研究核大学MEPhI（莫斯科工程物理研究所）和库塔芬莫斯科州组织的MegaScience类研究项目（2020年6月25日）法学院（MSAL）。

会议的目的是讨论“大科学”类研究项目实施的人才培养和法律法规问题。与会代表就“大科学”类科学项目实施的积极和消极经验、现状、法律监管问题、国际科学合作问题等进行了阐述。与会者还提出了改进这些项目组织规则的想法。

由于当前冠状病毒感染COVID-19造成的限制，会议在视频通信系统的帮助下在线举行。
