Abstract

The constraints on the supply of high-efficiency machine tools to Russia’s high-tech industry are identified. The corresponding supply systems are categorized. Within that framework, the role of equipment leasing is discussed. A systems approach to the leasing market permits the use of intelligent support systems for leasing decisions. The main obstacles to management innovation are considered.
